Arman Aloyan

Arman Aloyan is a lawyer with 25 years of professional experience. This includes 9 years of professional work experience with the Ministry of Justice of the Republic of Armenia and 16 years with the Central Bank of the Republic of Armenia. Since 2022 Mr Aloyan is holding the position of the Head of the Legal Department of the Central Bank of the Republic of Armenia. In his professional capacity Mr. Aloyan is also acting as the Chief Legal Counsel of the Central Bank.
Mr Aloyan is a multi-disciplinary expert. His areas of expertise include legal policy formulation, legal research and analysis, drafting policy papers, legal acts, including laws and governmental decisions, conducting human rights and legal trainings as well as planning, management, monitoring and evaluation of legal projects.
During his career Mr. Aloyan was engaged in several start-up initiatives, which made significate impact on shaping the legal reform directions in Armenia, including the establishment of the Department on the Relations with the European Court of Human Rights of the Ministry of Justice and the establishment of the Division on the Relations with the European Union at the Legal Department of the Central Bank of Armenia. It should be also mentioned that Mr Aloyan has a very strong experience in working with legislative, executive, and judicial authorities as well as national and international organisations (Council of Europe, GIZ, United Nations and others) and a solid experience in negotiating with different international organizations and national agencies.
Mr Aloyan earned his Master’s degree in law from Yerevan State University in 1998. Mr. Aloyan is a Fellow of the University of Birmingham (2006). From 2023 to 2024 Mr. Arman Aloyan was a Board Member of the Arbitration and Mediation Centre of the Republic of Armenia.
