The 2016 edition of the Basel Anti-Money Laundering Index was published
The Basel Anti-Money Laundering (AML) Index has been annually published by the Basel Institute on Governance since 2012, ranking countries by their risk of money laundering and terrorism financing (ML/FT). Assessment is based on countries’ adherence to the FATF recommendations, financial regulations, level of public transparency, corruption and rule of law. The results are derived using publicly available sources, such as the FATF, Transparency International, the World Bank and the World Economic Forum. Ratings are presented in descending order of ML/FT risks.
The 2016 edition of the Basel AML Index covers 149 countries. Accordingly, the highest risk countries are Iran, Afghanistan and Tajikistan, while Finland and Lithuania are considered to pose the lowest ML/FT risks.
Armenia has significantly improved its scores over the last year, rising from 120th to 128th place, thus, positioning itself as the leading country in the region and among the CIS states. By comparison, Georgia, Azerbaijan, Russia and Turkey are placed at 123th, 118th, 58th and 48th positions respectively.
Armenia’s advancement was significantly influenced by the results of the 5th Round Mutual Evaluation Report of Anti-Money Laundering and Counter-Terrorist Financing Measures, conducted by the Council of Europe MONEYVAL Committee in accordance with the revised FATF Recommendations, whereby Armenia has demonstrated high level of technical compliance and effectiveness.
