BOARD RESOLUTION

September 8, 2026; No. 239 A

On Granting Permission to “Meta-X Markets” CJSC to Provide Services Involving Crypto-Assets

Pursuant to Article 2(3) and Article 20(“gf”) of the Republic of Armenia Law “On the Central Bank of the Republic of Armenia”, and Article 19 and Article 27(5) of the Republic of Armenia Law “On Crypto-Assets”, and Article 21(1.1) of the Republic of Armenia Law “On the Securities Market”; and
Whereas “Meta-X Markets” CJSC applied to the Central Bank of the Republic of Armenia via letters of request, dated 04.02.2026, 27.02.2026, 31.03.2026, 08.05.2026, 08.06.2026, 17.06.2026, 22.07.2026, 03.08.2026, and 19.08.2026, together with other relevant documents and supporting materials, to seek permission for providing services involving crypto-assets; and
Considering the conclusion issued by the Licensing and Supervision Committee of the Central Bank of the Republic of Armenia (Minutes No. 34, dated July 15, 2026),

the Board of the Central Bank of the Republic of Armenia

Enacts:

1. Authorize “Meta-X Markets” CJSC to provide the following services involving crypto-assets:
• custody of crypto-assets,
• buying and selling of crypto-assets at its own expense,
• buying and selling of crypto-assets at the customer’s expense,
• receiving and transmitting of orders for the execution of transactions involving crypto-assets,
• placement of crypto-assets,
• management of a crypto-asset portfolio,
• provision of advice related to crypto-assets,
• transfer of crypto-assets.
2. This resolution to take effect upon acknowledgment of its receipt by “Meta-X Markets” CJSC, or on the day following its duly prescribed delivery to an authorized representative of “Meta-X Markets” CJSC.
